Buenos Aires 1950. Studied at the Escuela Nacional de Bellas Artes Manuel Belgrano. He began to take part in group shows in the 1970s and held his first individual exhibit at Galería Atica in 1979. He won a Guggenheim Grant in 1986 for a project about hopscotch.
Elía lives and works in Buenos Aires.
